Decentralized administration contributed to country's rapid dev't: Ministry of Federal Affairs
Addis Ababa, November 28, 2007 (WIC) – The decentralized administration which the country is implementing has contributed highly to the country’s rapid and continuous development, the Ministry of Federal Affairs said.

While opening a workshop on the Civil Service Program Reform and Leadership Development today, State Minister of Federal Affairs Maeregu Hailemariam said the country is undergoing a process of dramatic social and economic transformation through decentralizing the powers and functions of the central government to autonomous regional states and subsequent tiers of government such as zone, woreda and kebele.

The State Minister pointed out that the roles and responsibilities of the legislative, judiciary and executive organs were also defined to enhance accountability, transparency and good governance.

The federal government has formulated clear and appropriate policies and strategies and implemented them with strong commitment and public participation as a result of which the country has registered remarkable economic growth during the last four years, he said, adding that the different states have also exerted great relentless effort for the achievement.

The ministry has contributed to the effort of regional development activities through the coordination of federal line ministries and neighboring states, thereby improving good governance and implementation capacity of these states, the State Minister pointed out.

He however noted that further coordinated efforts at all levels are still vital to enhance the capacity of emerging states.

After attending the training on behavioral competence, the leading personnel of the ministry and the emerging states of Afar, Benshangul-Gumuz, Gambella and Somali states have developed a handbook that deals with behavioral competencies, he indicated.

The handbook which describes the behavior or actions needed to successfully perform within a particular work context is prepared in collaboration with InWEnt- Capacity Building International, a non-profit governmental organization of Germany, it was learnt.

The workshop aims to create awareness for the need of behavioral competence development, presentation of Ministry of Federal Affairs and InWEnt project cooperation on leadership development and improved understanding and communication between emerging states, the State Minister said.

Various papers written by experts drawn from the federal and regional states would be tabled for discussion on the workshop, it was learnt.
