The Ethiopian Telecommunications Corporation (ETC) invites applicants for the following  positions:

1. Post Title: Mobile Network Consultant

No. of Vacant Post:-----1

Duty Station:-----------Addis Ababa, Ethiopia, with frequent travel to ETC facilities in the regions

Duration: -------------- Three Months with possible extension

1.1.    Main Areas of Responsibilities:

The consultant shall be responsible for:

·        Propose optimized plan for existing mobile network;

·        Approve site survey report provided by the vendor and ETC engineering team;

·        Propose strategies for re-deployment and integration of swapped GSM equipment;

·        Approve high level and low level design provided by the vendor;

o       Network architecture;

o       Frequency plan;

o       Signaling plan;

o       Routing Plan;

o       Transmission plan;

o       Numbering plan;

o       IP plan;

·        Prepare a contract amendment plan after final site survey and approval of the network design;

·        Consult on contract and vendor management;

·        Approve acceptance test and success criteria document and procedures provided by the vendor;

·        Verify interoperability parameters and procedures with other networks;

·        Verify integration and commissioning document;

·        Verify the issuance of PAC according to the contract;

·        Verify handover document between ETC and the vendor;

·        Verify project close out;

·        Develop and set Quality of Service KPI for the deployed mobile network;

·        Develop measurement and evaluation procedures for the improvement of the quality of the mobile network;

·        Develop specification for quality of service monitoring tools;

·        Develop and formulate appropriate strategies and plan to mitigate network congestion;

·        Develop SLA and operational procedures;

·        Develop maintenance and spare part management standards and procedures;

·        Other related duties as required, agreed and included in the contract.

1.2.       Qualifications

-        A Minimum of First Degree in Telecom Engineering or Electrical Engineering or other related fields.

1.3.       Experience

-                     The Consultant shall have experience on the mobile network Planning  & optimization for at least 5 years;

 

-        The Consultant should submit at least 3 references from internationally known Mobile Operators.

2.1.    Main Areas of Responsibilities:

Under the supervision of ETC's project follow up team, the consultant shall be responsible for the following tasks: 

2.1.1   Overall tasks

i)        Review and verify plans and designs, prepared by the contractor, for the implementation of at least one of the following areas:-

-         NGN based 2G/3G Mobile Network,

-          Optical Fiber SDH/DWDM Transmission System,

-          Fixed NGN Network with Multi-Service Optical Access,

-          CDMA 20001x Core and Access Network.

ii)           Ensure the desired outcome of the different contracts are as per the contract agreements signed between ETC and the Contractor.

iii)         Conduct test, commissioning and handover.

iv)         Conduct capacity building and knowledge transfer.

2.1.2     Specific Tasks:

          a)  Revision & Verification of Proposals     

·        Review and verify the contractor’s technical proposal and designs presented for each project are in accordance with the coverage and capacity requirements.

·        Review site survey results compiled by the contractor and verify if it is in accordance with the specified coverage requirements,

·        Review Bill of Quantities (BoQ) and associated project costs,

 ·        Review contract  agreements and technical specifications to properly reflect the desired project output of each turn key contract,

·        Check, verify and confirm whether equipments are delivered as per the bill of quantity and technical specification,

·        Based on the Technical and Financial proposals offered by the contractor, the consultant shall:

-  Analyze and evaluate the offers and identify issues for negotiations,

-        Assist contract negotiation with the contractor, 

-        Produce a comprehensive negotiation report,

·        Perform interoperability test and network integration together with the contractor and verify the result achieved is in accordance with the QoS requirements,

·        Review and verify the requirements of swapping, and associated costs and time, proposed by the contractor.

b) Supervision of Project Execution

·        Develop responsibility matrix between contractor, consultant and the client (ETC) for each project.

·        Develop procedures for testing and commissioning;

·        Monitor actual work progress against the schedule and report to the client;

·        Check and confirm payments requested by the contractor are in accordance with the commercial terms & condition of each project.  

·        Establish procedure for proper documentation of all contract work and ensure its strict adherence. 

·        On completion of each contract, receive copies of final records (drawings, design data, operating instructions and maintenance manuals) produced by the contractor and deliver the same to the client. 

·        In the course of contract implementation, review and/or verify alternative designs for the works being carried out by the contractor.

·        Check and verify testing and commissioning of each project

·        At the end of each project review & confirm "Provisional Acceptance Certificate" (PAC) requests made by the contractor.

c)  Identification of Capacity Building Needs & Granting Knowledge Transfer

·        Conduct training need analysis of the project staff of the corporation,

·        Devise strategies to enable transfer of skill to ETC on project management techniques, tools and applications to carry out similar activities in the future. 

·        Develop appropriate training package for different levels of professionals,

·        Conduct on-the-job training and ensure that ETC’s project staff has acquired sufficient skill,

2.4.       Qualifications and Experience

A.      Ph. D in Telecom Engineering IT and/or other related fields with at least 10 years of experience in project management working with re- known telecom integrators / operators.

B.      Masters Degree in Telecom Engineering, IT and/or other related fields with at least 12 years of experience in Project Management working with re-known telecom integrators / operators.

          Experience

-  Professional experiences in managing telecom projects on NGN     technologies including but not limited to:-

·        2G/3G Mobile Networks

·        Soft Switch

·        Multi service Optical Access Network

·        CDMA Technologies

·        SDH/DWDM Optical Fiber Transmission Backbone

·        Intelligent Network (IN)

2.5.       Services and facilities to be provided by ETC

-      ETC will avail relevant information, and studies necessary to carry out the consultancy service.

-   It will furnish transport facilities (vehicle with fuel), office and office supplies.

-     Residence with fixed telephone, Mobile and internet service.

-     Facilitate required permits (visas, residence & customs permits) required to undertake the duty, as may be necessary.
